RUS-CERT is the Computer Emergency Response Team of Stuttgart University.
Despite its name containing the letters “RUS”, which is the abbreviation for “Rechenzentrum Universität Stuttgart” (Computing Center of Stuttgart University) it is not part of the computing center but a department of the university’s administrative body.
The name origins of its roots, it started 1998 as a department of RUS and was transformed into an entity directly reporting to the administrative head of
Stuttgart University in 2001. Since by then the name “RUS-CERT” already was well-known in the community, it was decided to keep it.
If you were looking for the Russian CERT you might want to go to RU-CERT.
Constituency
RUS-CERT is the default security contact for the following IP address ranges:
- 129.69.0.0 bis 129.69.255.255 (129.69.0.0/16)
- 141.58.0.0 bis 141.58.255.255 (141.58.0.0/16)
- 141.70.128.0 bis 141.70.255.255 (141.70.128.0/17)
- 192.108.35.0 bis 192.108.44.255 (192.108.35.0/24, 192.108.36.0/22, 192.108.40.0/22, 192.108.44.0/24)
Systems using an IP address in these ranges as well as all users of such are part of RUS-CERT’s constituency.

Please report networking problems (LAN/MAN/WAN) or trouble with network infrastructure (DNS, SMTP) to this mailbox. Problems concerning network operation are not in RUS-CERT’s but in the scope of responsibiliy of the LAN department (NKS of Stuttgart University’s computing center).
